Target Markets Program Administrators Association Announces Management Restructuring Effective June 1

[Wilmington, DE] — The Target Markets Program Administrators Association (TMPAA) has announced leadership changes, set to take effect on June 1.

Ray Scotto, who has served as the Association’s Executive Director since its inception in 2002, will transition to Senior Executive. Assuming the position of Executive Director will be Gene Abbey, a longstanding TMPAA member and the Director of Insurance Services and Education since 2023. Concurrently, Sarah Ayars, who has been with the Association for 15 years, will share management responsibilities as the Director of Operations and Marketing.

“The Association continues to grow along with the program space creating challenges and opportunities to meet the evolving needs of our members and provide value for their membership investment,” said Scotto. “Gene and Sarah are perfectly suited to meet these challenges and will continue to advance this amazing organization which I will continue to support in a new capacity.”

The TMPAA is comprised of more than 650 members including 400 program administrator entities and 90 program markets, rounded out by service providers focused on this industry segment. The latest iteration of the group's Program Business Study reported a total program business premium approaching $80 billion. The Association recently concluded a successful Mid-Year Meeting and expects more than 1,500 attendees at the 24th Annual Summit in October.
