Standard Program Administrator Membership

Who This Membership Is For?
This membership category is designed for established Program Administrators and MGAs that manage insurance programs and hold underwriting authority on behalf of carrier partners.

Eligibility Requirements
To qualify, your organization must:

  • Operate at least one active specialty insurance program
  • Generate a minimum of $1 million in annual program premium
  • Hold underwriting and binding authority (the “pen”)
  • Demonstrate expertise in a defined niche or class of business

Typical responsibilities include:

  • Underwriting and binding authority
  • Policy issuance and billing
  • Program marketing and distribution
  • Data reporting and analytics
  • Claims oversight and loss control
  • Risk sharing, where applicable

Program Administrator Incubator Membership

Who This Membership Is For?
This membership category is designed for agencies and startups that are actively working toward meeting TMPAA’s Program Administrator requirements within 24 months. This category supports organizations in the early stages of program development while providing full access to TMPAA resources and expertise.

Incubator Eligibility Requirements

To qualify, applicants must meet one of the following criteria:

Option 1: Emerging Program Administrators

  • Manage a book of business in a specific class or coverage with:
    • Minimum $3 million in annual gross written premium
    • At least 50 units
  • Provide basic data on book performance, including loss history and growth; or currently manage a program with underwriting and binding authority and are actively working toward the $1 million minimum program premium requirement

Option 2: InsurTech Program Administration Startups

  • Demonstrate a functioning technology platform designed to write program business
  • Hold appropriate insurance licensing
  • Actively seeking a carrier partner

Program Development Expectations

During the Incubator Membership period, agencies are expected to:

  • Work toward managing at least one program with:
    • Underwriting and binding authority
    • Some degree of carrier exclusivity
    • A minimum of $1 million in annual program premium
  • Optional, but encouraged:
    • Enroll in Program Business Professional (PBP) designation courses offered by The Institutes

Membership Term & Benefits

  • Incubator Membership is limited to (2) years
  • At the conclusion of the term, members must apply for and qualify as a standard Program Administrator member to continue participation
  • Incubator members receive full association benefits, including:
    • Access to carrier markets
    • Education and training
    • Service providers and consultants
    • Peer collaboration and industry expertise

Program Aggregator / Holding Company Membership

Who This Membership Is For?
This membership category is designed for companies that have a significant presence in the insurance program marketplace through ownership of separately branded Program Administrators, but do not directly manage a specific insurance program themselves. This category allows TMPAA to recognize and engage organizations that play a critical role in supporting, scaling, and investing in program businesses.

Eligibility Requirements

To qualify, an organization must:

  • Own one or more separately branded Program Administrator or MGA entities
  • Have at least one owned Program Administrator agency that is a current and continuing TMPAA member in good standing
  • Ensure owned Program Administrator members meet TMPAA’s standard eligibility requirements, including:
    • Management of at least one specialty insurance program
    • A minimum of $1 million in annual program premium revenue

Membership Structure & Pricing

  • Special membership pricing is available to include all separately branded owned Program Administrator agencies within TMPAA
  • Each owned Program Administrator must maintain compliance with TMPAA membership standards
