Admiral Mullen served as the 17th Chairman of the Joint Chiefs of Staff (2007–2011). He was the principal military advisor to the president, the Secretary of Defense, the National Security Council and the Homeland Security Council.
A native of Los Angeles, he graduated from the U.S. Naval Academy in 1968.
He commanded three ships: the gasoline tanker USS Noxubee (AOG 56), the guided missile destroyer USS Goldsborough (DDG 20) and the guided missile cruiser USS Yorktown (CG 48).
As a Flag Officer, Mullen commanded Cruiser-Destroyer Group 2, the George Washington Battle Group and the U.S. 2nd Fleet/NATO Striking Fleet Atlantic.
Ashore he has served in leadership positions at the Naval Academy, in the Navy’s Bureau of Personnel, in the Office of the Secretary of Defense and on the Navy Staff. He was the 32nd Vice Chief of Naval Operations from August 2003 to October 2004.
His last operational assignment was as commander, NATO Joint Force Command Naples/Commander, U.S. Naval Forces Europe. Mullen is a graduate of the Advanced Management Program at the Harvard Business School and earned a Master of Science degree in Operations Research from the Naval Postgraduate School.
Prior to becoming chairman, Mullen served as the 28th Chief of Naval Operations.

Special Note to TMPAA members affected by Hurricane Sandy
The TMPAA is very aware that it is not business as usual for many of our members impacted by the east coast storm several weeks ago. We have received many notes describing loss of business and personal property along with numerous business interruption issues.
The TMPAA Charities Board has approved a portion of the funds raised during this year be directed to support the relief efforts in affected areas.
The Board and Staff of Target Markets are hopefull that members directly impacted by recent events can recover quickly, and are prepared to assist in any way possible.
The recently concluded 12th Annual TMPAA Summit provided the expected networking, education and program business opportunities despite the impact of the east coast storm that prevented a significant number of registered attendees from participating.
Best Practice Designations were awarded to Fulcrum Insurance and Coastal Insurance Underwriters, and the results of the second annual Program Business Study were released to the group. The Association also awarded its first CPL (Certified Programs Leader) Designations to 8 members of the TMPAA.

Target Markets Awards First CPL Designations
The Target Markets Program Administrator Association awarded nine of its members the first Certified Programs Leader (CPL) Designation during the recently concluded 12th Annual Summit in Scottsdale, Arizona.
CPL Designation recipients included Greg Thompson, THOMCO; Kim Ayala, Landscape Contractors Insurance Services; Joseph Peloso, Penelope Thomas, Michael Bachman and Deborah Francis from Liberty International Underwriters, and Jeffrey Gauthier, Carolyn Miller, Julie Roberts from Great American Insurance Company.
Greg Thompson, Past President and University Dean discussed the merits of the CPL Designation, “The Association’s Board is very excited to see the completion of our University culminating in awards for the first CPL Designations. The required university courses all deal with crucial aspects of successful program administration. The coursework is rigorous, but presented in a unique and engaging format by experts currently working in this industry segment. Our first nine recipients demonstrated their mastery in these areas, and are also individuals who have a solid resume of work in programs. It was an honor to be associated with this effort and to award the designation to this group of Association Members.”
Program Business Market Hits $24.7 Billion in Gross Written Premiums
The “State of Program Business Study” was presented at the Association’s 12th Annual Summit in Scottsdale, AZ.
The study pegged the program administration market in 2011 at $24.7 billion in premiums up from $22.6 billion in 2010. The 2010 market figures were revised to reflect the higher level of response in the survey and research completed this year. The survey identified a potential 950 program administrators administering an estimated 2,000 individual programs.
